Colley believed education was the key to social mobility and equality, and focused much of his effort on fighting discrimination in public schools. In 1960, Governor Pat Brown appointed Colley to the California State Board of Education, making him the first African American to serve in that capacity. Colley was passionate about reforming textbook content, providing equal funding in school districts, and spoke frequently about the role of public education in preserving a democratic society and properly preparing youth for the future.
